The Department of Employment is commencing public consultation on potential changes to the Department of Immigration’s new occupation lists, the Short-term Skilled Occupation List (STSOL) and the Medium and Long-term Strategic Skills List (MLTSSL).

An STSOL occupation only enables the granting of a maximum of two two-year visas with no pathway to permanent residency. The MLTSSL enables the granting of a four-year visa and has a pathway to permanent residency. At present, no changes have been proposed for the MLTSSL.

The Department invites stakeholders to provide evidence and feedback in relation to the specific occupations identified for possible change, as well as those flagged for no change.

Newland Chase requires this information from employers by 29 November 2017 in order to collate and lodge a submission by the close of the public consultation period on 1 December 2017.

Please note that names of contributing employer organisations may need to be disclosed in the submission.

Action Items

  • Employers should review the Traffic Light Bulletin issued by the Department of Employment which shows the proposed changes, including the occupations identified for possible change and those flagged for no change.
  • Employers who would like to see an occupation returned to either the STSTOL or the MLTSSL, should provide a summary of how their business will be negatively impacted if this does not occur, and evidence to substantiate this, such as proof of their efforts made to recruit suitably qualified and experienced candidates from within the local labour market.
  • Likewise, employers who have observed that high calibre candidates from the international labour market are declining offers because they are not able to offer them the stability that a four-year visa will provide them and their families, or because they cannot provide a pathway to Australian permanent residence, should provide evidence of this.
